What can a Governor do?
The Terms treat Governor as a role within the game and specifically mention Governor announcements. They do not set out every power of that role. The operator may remove an announcement, or remove a Governor who breaks the conduct rules. This is a game role, not a real political office.
What rules apply to voting and campaigning?
One person gets one account. Creating extra accounts to cast more votes or dodge a ban breaks §2 of the Terms. Chats, slogans and announcements must avoid harassment, threats, hate and sexual content. Do not scam other players, ask for passwords or post private details. Under §6, you still own a slogan you write, while allowing the game to display it on a ballot.
